Oberstar: Tough Fine Sends Strong Pipeline Safety Message

Washington DC – Congressman Jim Oberstar says a proposed $2.4 million fine will send a strong message to pipeline companies about safety.  The federal Pipeline and Hazardous Materials Safety Administration today recommended the fine after a 10 month investigation into a November 28, 2007, explosion at an Enbridge Energy pipeline in Clearwater, Minnesota that claimed the lives of two workers.

“A finding like this is rare and is only made in cases where there were serious lapses in safety,” said Oberstar.  “It is important to send a clear message, that unsafe practices will not be tolerated.”

The Pipeline and Hazardous Materials Safety Administration’s investigation found eight safety violations by Enbridge, including operating the pipeline at a pressure in excess of the design.  Multiple ignition sources were also near the pipeline, including a space heater. 

“Such negligence not only endangers workers, it puts the public in danger as well,” said Oberstar.

Enbridge has 30 days to appeal the findings of the investigation and the fine.
